The ordering of layers will sometimes effect their visibility. For example, if  two map features are stacked on top of one another, the feature whose layer is listed higher on the Layer Legend will appear on top of the feature whose layer is listed lower.

To change layer order:

1. Highlight a layer in the Layer Manager layer list.

2. Use the Layer Up and Layer Down buttons to move the layer up or down the list.
